Harrison L. Jackson, 47, of Barboursville, is believed to have killed Jolanda M. Frye, 47, of Culpeper, sometime during the eight-hour standoff that began around 7:50 p.m. Tuesday, Virginia State Police said.
Jackson was charged with one felony count of first-degree murder, five felony counts of attempted murder of a law enforcement officer, one felony count of possession of a firearm while in commission of a felony, and one felony count of possession of a firearm by a convicted felon.
Frye called 911 asking for help when someone inside the apartment on the 600 block of Friendship Way in Culpeper County began firing at her, Virginia State Police Sgt. Brent Coffey said.
Arriving officers encountered Jackson, who was armed with a firearm. He retreated from a third-floor balcony and barricaded himself inside an apartment.
Law enforcement attempted to get inside the home to render aid to Frye, but police later determined she had already been fatally shot.
Police began negotiations with the suspect in an attempt to de-escalate the situation. At 3:51 a.m. Wednesday, Sept. 6, Jackson was taken into custody without further incident.
Frey's remains were transported to the Office of the Chief Medical Examiner in Manassas for an autopsy and examination. Jackson was being held without bond in the Culpeper County Jail.
The Culpeper County Sheriff's Office, Town of Culpeper Police Department, Fauquier Sheriff's Office, and Virginia State Police responded.
